This report (in Ukrainian and English) is available on Nash Svit\u2019s website.<\/p>\n<hr \/>\n\n<h2><a name=\"_Toc187152827\"><\/a><\/h2>\n<h2><a name=\"_Toc221026513\"><\/a>SUMMARY<\/h2>\n<p>Since the beginning of 2025, no noticeable changes in the legislation related to the protection of LGBTQ rights in Ukraine happened, but the task of adopting relevant laws was included in the Roadmap for Ukraine&#8217;s accession to the EU. Similarly, the prohibition of discrimination on grounds of sexual orientation and gender identity has been included in few regulatory documents of various state institutions. The Ukrainian government has demonstrated its readiness to implement the recommendations of its international partners to achieve modern European standards in this area, which cannot be said about the Ukrainian parliament.<\/p>\n<p>The main obstacle to the adoption of laws and policies to protect LGBTQ rights in Ukraine remains the influential leading Ukrainian Christian churches. They try their best to avoid public discussion of these topics, but when forced to respond to events related to LGBTQ issues, they demonstrate sharing the views of Russian propaganda.<\/p>\n<p>With the support of human rights organisations and international partners of our country, the Ukrainian LGBTQ movement is conducting an active advocacy campaign to promote equality and combat violence and discrimination against the LGBTQ community, especially LGBTQ military. The attitude towards them in the Ukrainian military remains problematic, but with the help of the Gender Advisor of the Armed Forces of Ukraine and the Military Ombudsman, the situation is improving.<\/p>\n<p>The National Police, in general, provides effective protection for LGBTQ events from their aggressive opponents belonging to radical right-wing groups, but the situation with the investigation of hate crimes based on sexual orientation and gender identity remains extremely unsatisfactory.<\/p>\n<p>The latest public opinion poll by the Kyiv International Institute of Sociology confirms a steady trend of improving the attitude of Ukrainian society towards the protection of LGBTQ people\u2019s rights.<\/p>\n<h2><a name=\"_Toc221026514\"><\/a>1. LEGISLATION AND JUDICIARY<\/h2>\n<p>Since the beginning of 2025, there have been no fundamental changes in Ukrainian legislation regarding the protection of LGBTQ rights. The bills on civil partnership and on amendments to anti-discrimination and criminal legislation, previously submitted to the parliament, have not yet been considered. According to the Rules of Procedure of the Verkhovna Rada of Ukraine, due to the resignation of the Cabinet of Ministers, governmental Bill 5488 (amendments to criminal, administrative and anti-discrimination legislation) was withdrawn. At the same time, a group of MPs registered a new Bill 13597 which differs little from withdrawn Bill 5488.<\/p>\n<p>On February 11, 2025, the Verkhovna Rada withdrew homo \/ transphobic Bill 6325 from consideration. Meanwhile, Bill 6327, which proposes to introduce administrative liability for \u201cpropaganda of homosexuality and transgenderism,\u201d was included in the agenda of the parliament\u2019s current session \u2014 however, given the fate of all similar bills, its consideration and adoption seem extremely unlikely.<\/p>\n<p>A number of government regulations and strategies adopted in 2025 included provisions prohibiting discrimination and combating hate speech on grounds of sexual orientation and gender identity, as discussed in more detail in the next \u00adsection of this report. However, in our assessment, they are mostly declarative in nature and do not affect the daily lives of LGBTQ people.<\/p>\n<p>On January 23, 2025, the European Court of Human Rights issued a judgment in the case of <em>Sverdlova and Shevchenko v. Ukraine<\/em> concerning the ban on holding an event on May 25, 2013, on protection of LGBTQ people\u2019s rights, imposed by the decision of the District Administrative Court of Kyiv City of May 23, 2013, following a lawsuit by the Kyiv City State Administration. The ECtHR decided that the plaintiffs were effectively deprived of the opportunity to appeal this decision, which concerned a violation of their right to peaceful assembly, to an appeal court, and found a violation of Article 13 of the European Convention on Human Rights \u201cRight to an effective remedy\u201d in conjunction with Article 14 \u201cProhibition of discrimination.\u201d<\/p>\n<p>On June 10, 2025, the Desnyanskyi District Court of Kyiv, considering a claim for establishing a fact of legal significance, established the existence of a de facto marital relationship between two men who had previously married each other in the United States.<a name=\"_ftnref1\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(1)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(1)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-1\">(1)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-1\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(1)\"><a href=\"https:\/\/reyestr.court.gov.ua\/Review\/128012542\" target=\"_blank\" rel=\"noopener\">https:\/\/reyestr.court.gov.ua\/Review\/128012542<\/a><\/span> The plaintiffs were same-sex partners who, according to Article 3 of the Family Code of Ukraine, constitute a family. Ukrainian laws allow such permanent partners to enjoy very limited rights of family members, but this requires prior establishment of the fact of their family relationship in court. Similar decisions regarding same-sex partners in Ukraine have been made before, but in this case the court established not only the fact of their family relationship, but also characterized them as a \u201cde facto marital relationship\u201d \u2014 which, however, does not mean legal recognition of their marriage concluded abroad.<\/p>\n<p>The homophobic movement \u201cVsi razom!\u201d (\u201cAll Together!\u201d), which did not participate in the case, tried to appeal this decision in the Kyiv Court of Appeal, but was unsuccessful: the court decided that the appeal did not contain arguments referring to specific circumstances that would indicate the impact of the contested court decision on the rights, freedoms, interests and\/or obligations of the NGO \u201cVsi razom!\u201d.<a name=\"_ftnref2\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(2)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(2)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-2\">(2)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-2\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(2)\"><a href=\"https:\/\/reyestr.court.gov.ua\/Review\/130357027\" target=\"_blank\" rel=\"noopener\">https:\/\/reyestr.court.gov.ua\/Review\/130357027<\/a><\/span><\/p>\n<h2><a name=\"_Toc221026515\"><\/a>2. STATE AND LOCAL AUTHORITIES, LAW ENFORCEMENT AGENCIES<\/h2>\n<p>The Cabinet of Ministers of Ukraine has approved the Roadmaps for political and legislative reforms, the ultimate goal of which is Ukraine\u2019s accession to the EU. The Roadmap on the rule of law contains a separate Section 3.11 \u201cDiscrimination against LGBTIQ people\u201d which includes four actions aimed at addressing these issues:<\/p>\n<ul>\n<li>development and adoption of a bill on amendments to anti-discrimination, criminal and administrative legislation regarding hate crimes, discrimination and hate speech based on sexual orientation and gender identity;<\/li>\n<li>introducing registration of hate crimes based on these grounds;<\/li>\n<li>amending the Law of Ukraine \u201cOn Free Legal Aid\u201d in order to ensure the provision of free secondary legal aid to victims of criminal offenses motivated by intolerance on grounds of gender identity and sexual orientation;<\/li>\n<li>development and adoption of a bill on registered civil partnership.<\/li>\n<\/ul>\n<p>The deadlines for implementing these measures are 2025-2026. The relevant bills have received the status of \u201cEuropean integration related\u201d that increases their chances of adoption.<\/p>\n<p>However, based on the previous experience of the legislative work of the government and parliament, the adoption of the relevant draft laws by the Verkhovna Rada within the specified deadlines seems unlikely. The most problematic is the adoption of legislation on registered civil partnerships available to same-sex couples, which would grant them basic family and marital rights. Although the Ministry of Justice acknowledges its need, citing the ECtHR decision in the case of <em>Maymulakhin and Markiv v. Ukraine<\/em>, the Chairperson of the Verkhovna Rada Ruslan Stefanchuk has already stated that currently legislative initiatives on civil partnerships are not a priority.<a name=\"_ftnref3\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(3)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(3)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-3\">(3)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-3\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(3)\"><a href=\"https:\/\/hromadske.radio\/news\/2025\/04\/22\/tsyvilni-partnerstva-ne-u-prioryteti-stefanchuk\" target=\"_blank\" rel=\"noopener\">https:\/\/hromadske.radio\/news\/2025\/04\/22\/tsyvilni-partnerstva-ne-u-prioryteti-stefanchuk<\/a><\/span> The situation can only be changed by active lobbying of bills on civil partnerships and on amendments to anti-discrimination and criminal legislation by international organisations and Ukraine&#8217;s foreign partners.<\/p>\n<p>Unlike the parliament, the Ukrainian government demonstrates a fairly consistent policy of taking into account the rights and interests of LGBTQ people in various spheres of life. In particular, on September 15, 2025, the Prosecutor General of Ukraine issued Order 294 on approval of Amendments to the Regulation on the Unified Register of Pre-Trial Investigations, the Procedure for Its Formation and Maintenance, which stipulates that, when registering information about the commission of a crime, the police are obliged to indicate a possible motive for discrimination or intolerance and a specific protected characteristic, in particular sexual orientation and gender identity. However, the Prosecutor General&#8217;s Office is currently awaiting the adoption of amendments to the criminal legislation that would expand the list of protected grounds, and until then, it continues to register motives of intolerance only on the grounds already specified in the Criminal Code: race, nationality (i.e., ethnicity), and religious beliefs.<\/p>\n<p>The Strategy for the Development of the Healthcare System for the Period until 2030, approved by an order of the Cabinet of Ministers of Ukraine, provides for the development of the healthcare system on the principles of equal and fair access to quality medical services without discrimination on grounds of sexual orientation and gender identity (hereinafter abbreviated as SOGI). Also, thanks to the advocacy efforts of the National LGBTI Consortium, changes affecting the problems of LGBTQ people were made to the State Strategy for Ensuring \u00adEqual Rights and Opportunities of Women and Men for the Period until 2030.<\/p>\n<p>The prohibition of discrimination on SOGI grounds was included in the Strategy for the Development of the Public Prosecutor&#8217;s Office for 2025 \u20132028, as well as the in the codes of ethical conduct of the State Customs Service and the State Tax Service.<\/p>\n<p>The National Agency of Ukraine for Civil Service has approved amendments to the General Rules of Ethical Conduct of Civil Servants and Local Government Officials, which stipulate that civil servants and local government officials are obliged to prevent hate speech on a number of grounds, including sexual orientation, in their activities.<\/p>\n<p>The State Service for Food Safety and Consumer Protection became responsible for monitoring the content of job advertisements and their compliance with anti-discrimination legislation in this field \u2014 in particular, regarding the prohibition of discrimination on SOGI grounds in employment.<\/p>\n<p>On the occasion of the International Day against Homophobia, Biphobia and Transphobia , the Council for Human Rights, Gender Equality and Diversity under the Ministry of Foreign Affairs of Ukraine, together with the embassies of foreign states, the EU Delegation and the Council of Europe Office in Kyiv, as last year, adopted a joint statement on commitment to ensuring equal rights, protecting human dignity and preventing all forms of discrimination. Deputy Minister Maryana Betsa, along with foreign diplomats, participated in the official opening of LGBT+ Veterans Hub.<\/p>\n<div id=\"attachment_2210\" style=\"width: 410px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-2210\" loading=\"lazy\" class=\"wp-image-2210\" src=\"https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img1-1.jpg\" alt=\"Deputy Minister of Foreign Affairs of Ukraine Maryana Betsa at the opening of the LGBT+ Veterans Hub: \u201cProtecting the rights of the LGBT+ community is an integral part of our path to Europe\u201d.\" width=\"400\" height=\"502\" srcset=\"https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img1-1.jpg 477w, https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img1-1-239x300.jpg 239w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><p id=\"caption-attachment-2210\" class=\"wp-caption-text\">Deputy Minister of Foreign Affairs of Ukraine Maryana Betsa at the opening of the LGBT+ Veterans Hub: \u201cProtecting the rights of the LGBT+ community is an integral part of our path to Europe\u201d.<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>On September 25, for the first time in Ukraine\u2019s history, the government appointed an open gay, LGBTQ activist Ivan Verbytskyi, to a high position \u2014 Deputy Minister of Culture and Strategic Communi\u00adcations.<\/p>\n<p>The National Council for Television and Radio Broadcasting \u2014 the national media regulator \u2014 issued a second injunction and subsequently twice fined the website of homo\/transphobic movement \u201cVsi razom!\u201d for publishing materials that spread negative stereotypes, support restrictions on rights, and may provoke violence against the LGBTQ community.<a name=\"_ftnref4\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(4)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(4)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-4\">(4)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-4\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(4)\"><a href=\"https:\/\/webportal.nrada.gov.ua\/natsionalna-rada-oshtrafuvala-dvi-kompaniyi-ta-vynesla-7-prypysiv\" target=\"_blank\" rel=\"noopener\">https:\/\/webportal.nrada.gov.ua\/natsionalna-rada-oshtrafuvala-dvi-kompaniyi-ta-vynesla-7-prypysiv<\/a><\/span> NGO \u201cVsi razom!\u201d appealed both fines (40,000 and 88,000 UAH) in the Kyiv District Administrative Court which has not yet considered these cases.<\/p>\n<p>The Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, and his office have been quite active in responding to cases of human rights violations and hate speech based on SOGI. In the Report on the State of Observance and Protection of Human and Civil Rights and Freedoms in Ukraine in 2024, the Ukrainian Ombudsman once again drew attention to the need to adopt a law on civil registered partnership and amendments to criminal and anti-discrimination legislation related to the protection of LGBTQ people\u2019s rights.<a name=\"_ftnref5\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(5)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(5)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-5\">(5)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-5\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(5)\"><a href=\"https:\/\/ombudsman.gov.ua\/report-2024\/rivni-prava\" target=\"_blank\" rel=\"noopener\">https:\/\/ombudsman.gov.ua\/report-2024\/rivni-prava<\/a><\/span> The Commissioner\u2019s Secretariat responded to the refusal of the Kyiv printing house Dominanta Tekstyl to print the flag of the organisation \u201cLGBT+ Military and Veterans for Equal Rights,\u201d warning its director that the printing house\u2019s actions \u201chave signs of discrimination against consumers based on sexual orientation and gender identity\u201d that is prohibited by Ukrainian law.<a name=\"_ftnref6\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(6)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(6)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-6\">(6)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-6\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(6)\"><a href=\"https:\/\/vsirazom.ua\/news\/ofis-ombudsamana-ukrayiny-zazihaye-na-svobodu-pidpryyemnyczkoyi-diyalnosti\" target=\"_blank\" rel=\"noopener\">https:\/\/vsirazom.ua\/news\/ofis-ombudsamana-ukrayiny-zazihaye-na-svobodu-pidpryyemnyczkoyi-diyalnosti<\/a><\/span><\/p>\n<p>Understanding the danger from their aggressive opponents and the demands of wartime, organisers of public LGBTQ events coordinated their holding with local state and military administrations and the police in advance. As a rule, local authorities and the police tried to dissuade the organisers from their plans, but after lengthy negotiations they would agree to provide their security. However, one of the events planned as a part of KyivPride on the territory of an exhibition centre was cancelled due to pressure from the police and local authorities on the tenants of the pavilion where the event was to take place.<a name=\"_ftnref7\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(7)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(7)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-7\">(7)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-7\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(7)\"><a href=\"https:\/\/www.facebook.com\/kyivpride\/posts\/765232815827262\" target=\"_blank\" rel=\"noopener\">https:\/\/www.facebook.com\/kyivpride\/posts\/765232815827262<\/a><\/span><\/p>\n<p>In the vast majority of cases, however, the National Police in 2025 provided effective protection for LGBTQ events in various cities of the country from their aggressive opponents, who, for the most part, consisted of young men, often teenagers, under the banners of far-right organisations. One of the men, who were detained and accused of disobeying the police and petty hooliganism, appealed the administrative report drawn up against him in the Holosiivskyi District Court of Kyiv. At the trial, he and other victims of police actions spoke about insults, bullying, psychological pressure and physical violence, and other illegal actions against them by the police. The court not only closed the case against this person due to the absence of the body of an administrative offense, but also issued a separate ruling on the illegal actions of police officers. In an interview with Radio Kultura, she answered a question about the protection of the LGBTQ military personnel rights: \u201cProvisionally, the staffing list, which we are making, will include an entire unit that will deal with issues of gender equality and anti-discrimination. Of course, the issues of LGBT military personnel and their protection in the army are very important. We must welcome all categories of the population to the Armed Forces. It is clear that LGBT military personnel also defend our state, but due to certain stereotypes in society, they are exposed to oppression, and we have to address this\u201d.<a name=\"_ftnref10\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(10)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(10)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-10\">(10)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-10\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(10)\"><a href=\"https:\/\/ukr.radio\/news.html?newsID=108539\" target=\"_blank\" rel=\"noopener\">https:\/\/ukr.radio\/news.html?newsID=108539<\/a><\/span><\/p>\n<p>The NGO \u201cUkrainian LGBT+ Military and Veterans for Equal Rights\u201d (abbreviated as \u201cMilitary LGBT+\u201d) conducted the first major study on the situation of LGBTQ military personnel, which revealed the problems they face in the army: harassment, psychological pressure, unequal treatment and ignoring of complaints by the command, etc., up to physical violence by fellow soldiers. However, this study did not have the opportunity to quantitatively assess the prevalence of such phenomena. At the same time, some respondents noted that they did not encounter pronounced homophobia in their military service, but on the contrary, received psychological support from comrades and commanders. In general, it may be stated that the situation of LGBTQ people in the Ukrainian military does not fundamentally differ from the attitude towards them in society as a whole.<a name=\"_ftnref11\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(11)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(11)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-11\">(11)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-11\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(11)\"><a href=\"https:\/\/www.lgbtmilitary.org.ua\/wp-content\/uploads\/2025\/05\/PRINT-Army-UA-.pdf\" target=\"_blank\" rel=\"noopener\">https:\/\/www.lgbtmilitary.org.ua\/wp-content\/uploads\/2025\/05\/PRINT-Army-UA-.pdf<\/a><\/span><\/p>\n<p>&#8220;Military LGBT+&#8221; also reported a case where, thanks to an appeal to the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, and the Advisor on Gender Issues of the Armed Forces of Ukraine Oksana Hryhorieva, a commander, who discriminated against non-binary soldier Evelyn from the International Legion, was demoted.<a name=\"_ftnref12\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(12)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(12)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-12\">(12)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-12\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(12)\"><a href=\"https:\/\/www.facebook.com\/groups\/223191401708259\/posts\/1505353956825324\" target=\"_blank\" rel=\"noopener\">https:\/\/www.facebook.com\/groups\/223191401708259\/posts\/1505353956825324<\/a><\/span><\/p>\n<p>Like last year, in 2025 the Kyiv City State Administration celebrated Pride Month by painting its Facebook logo in rainbow colours and declaring its consistent support for the policy of equality, tolerance, and accessibility.<a name=\"_ftnref13\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(13)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(13)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-13\">(13)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-13\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(13)\"><a href=\"https:\/\/www.facebook.com\/photo?fbid=1141806021311338\" target=\"_blank\" rel=\"noopener\">https:\/\/www.facebook.com\/photo?fbid=1141806021311338<\/a><\/span><\/p>\n<p>During this year, we did not detected previously traditional appeals to the central government from local governments with demands to prevent the adoption of laws protecting LGBTQ rights or, conversely, proposals to adopt laws restricting them. At the same time, the Odesa and Lviv regional councils asked the Verkhovna Rada to denounce the Istanbul Convention \u201cdue to the demographic catastrophe\u201d.<a name=\"_ftnref14\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(14)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(14)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-14\">(14)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-14\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(14)\"><a href=\"https:\/\/oblrada.od.gov.ua\/wp-content\/uploads\/71-27-VIII.pdf\" target=\"_blank\" rel=\"noopener\">https:\/\/oblrada.od.gov.ua\/wp-content\/uploads\/71-27-VIII.pdf<\/a>, <a href=\"https:\/\/vsirazom.ua\/news\/lvivska-oblrada-zaklykala-vladu-zahyshhaty-instytut-simyi-ta-denonsuvaty-stambulsku-konvencziyu\" target=\"_blank\" rel=\"noopener\">https:\/\/vsirazom.ua\/news\/lvivska-oblrada-zaklykala-vladu-zahyshhaty-instytut-simyi-ta-denonsuvaty-stambulsku-konvencziyu<\/a><\/span> Supposedly, understanding futility of their appeals and their purely ritualistic nature, the members of these regional councils, however, formulated this request in the mildest possible form: \u201cin the case if the sufficiency of national legislation on combating violence is established, consider the possibility of initiating the process of denouncing the Convention.\u201d<\/p>\n<p>Regarding the holding of what is likely was the first open LGBTQ event in the city, Ivano-Frankivsk Mayor Ruslan Martsinkiv, known for his repeated homophobic statements, once again noted that he did not support the LGBTQ community, but \u201cThere is current legislation that provides for holding certain events. Accordingly, if the law is not violated, people have the right to hold such events. [\u2026] The law is the law, and we must abide by it. POLITICS, MASS MEDIA AND SOCIETY<\/h2>\n<p>The registration of Bill 13597 (amendments to criminal, administrative and anti-discrimination legislation) demonstrated that an informal but effective group in support of equal rights for LGBTQ people has been formed in the Verkhovna Rada, to which new members of the parliament are gradually being attracted. This bill was initiated by 32 MPs, mainly from the Servant of the People and Holos factions, while the initiative groups of previous bills of this kind were at least half as small. The leaders of this informal group and its most active members are Inna Sovsun (Holos) and Olena Shulyak, the head of the Servant of the People party.<\/p>\n<p>The most unexpected thing, however, was that the initiators of Bill 13597 was joined by Heorhii Mazurashu MP, previously infamous for his homophobic and transphobic proposals. It is difficult to explain his motivation, but it is clear that support for initiatives to protect the rights of LGBTQ people in the Ukrainian parliament is gradually growing.<\/p>\n<p>It is noteworthy that principled opponents of equal rights for LGBTQ people in the Verkhovna Rada \u2014 particularly, Ihor Fris and Yulia Tymoshenko \u2014 refrained from public comments on the relevant legislative initiatives in 2025. Yulia Tymoshenko and Danylo Hetmantsev MP (Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy, Servant of the People faction) expressed their indignation at the holding of a queer film festival in Kyiv on the eve and during Orthodox Easter and called on its organisers to cancel the event,<a name=\"_ftnref17\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(17)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(17)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-17\">(17)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-17\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(17)\"><a href=\"https:\/\/t.me\/s\/getmantsevdanil\/9206\" target=\"_blank\" rel=\"noopener\">https:\/\/t.me\/s\/getmantsevdanil\/9206<\/a>, <a href=\"https:\/\/www.rbc.ua\/rus\/news\/timoshenko-zaklikala-skasuvati-priznacheniy-1744967649.html\" target=\"_blank\" rel=\"noopener\">https:\/\/www.rbc.ua\/rus\/news\/timoshenko-zaklikala-skasuvati-priznacheniy-1744967649.html<\/a><\/span> but neither the festival itself nor its opponents attracted much public attention.<\/p>\n<p>On June 11, a member of the Lviv Oblast Council from the European Solidarity party, a priest of the OCU Mykola Bilyak, registered a petition to the Mayor of Lviv and members of the Lviv City Council demanding \u201cto prevent events organised by LGBT communities from being held in Lviv\u201d directed against a public action planned for June 14 to protect the rights of transgender people.<a name=\"_ftnref18\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(18)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(18)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-18\">(18)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-18\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(18)\"><a href=\"https:\/\/leopolis.news\/deputat-yes-zaklykav-sadovogo-zaboronyty-marsh-lgbt-petycziya-nabrala-neobhidnu-kilkist-golosiv\" target=\"_blank\" rel=\"noopener\">https:\/\/leopolis.news\/deputat-yes-zaklykav-sadovogo-zaboronyty-marsh-lgbt-petycziya-nabrala-neobhidnu-kilkist-golosiv<\/a><\/span> The petition received the required 500 votes, but has never been considered, and the planned event successfully took place under police protection.<\/p>\n<p>A homophobic statement was made as well by the head of Dnipropetrovsk Oblast Council Mykola Lukashuk, reacting to the words of Swedish Prime Minister Ulf Kristersson that Ukraine should regulate the legislation on same-sex partnerships within the framework of European integration. Although the Swedish Prime Minister did not say anything about same-sex marriages, Mykola Lukashuk saw in his words the imposition of those and the \u201cLGBT agenda\u201d in general, which, in his opinion, contradicts the cultural identity and social values of Ukraine.<a name=\"_ftnref19\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(19)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(19)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-19\">(19)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-19\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(19)\"><a href=\"https:\/\/www.facebook.com\/nbankr\/posts\/pfbid0qJr6etW1QHRKG7rWe659uhdkzWnkmQY5xiA8KLzq9ykodi8P95ZKfscQmafTAS2hl\" target=\"_blank\" rel=\"noopener\">https:\/\/www.facebook.com\/nbankr\/posts\/pfbid0qJr6etW1QHRKG7rWe659uhdkzWnkmQY5xiA8KLzq9ykodi8P95ZKfscQmafTAS2hl<\/a><\/span> As in the case of the queer film festival, these statements did not receive much publicity and public reaction.<\/p>\n<p>Along with the activation of the LGBTQ movement, its opponents from the far-right organisations also became more active, consistently trying to block and disrupt all public LGBTQ events in cities such as Kyiv, Kharkiv, Lviv, and Ivano-Frankivsk. However, everywhere they encountered effective police protection of these events \u2014 even in Lviv and Ivano-Frankivsk, where previously local authorities and police tried in every way to avoid their duty to ensure freedom of peaceful assembly of the LGBTQ community. This can be illustrated by an incident happened on August 18, during the farewell ceremony to the deceased soldier, artist, and anarchist David Chichkan in the center of Kyiv, on Maidan Nezalezhnosti. A group of soldiers from the Russian Volunteer Corps (which is fighting for Ukraine, but consists of Russian citizens) led by its commander Denis Nikitin attacked Ukrainian LGBTQ soldiers who were holding a rainbow flag (David Chichkan was an ally of the LGBTQ community). Left-wing anarchists, who were present at the farewell, sprayed the attackers with pepper spray, and everyone present as well as many commentators on social networks explained to attackers that Ukraine is not Russia, and we here are not happy to see demonstration of our enemy\u2019s traditional values.<a name=\"_ftnref21\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(21)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(21)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-21\">(21)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-21\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(21)\"><a href=\"https:\/\/mezha.net\/ua\/bukvy\/kyiv-funeral-clash-over-lgbt-flag-sparks-controversy\" target=\"_blank\" rel=\"noopener\">https:\/\/mezha.net\/ua\/bukvy\/kyiv-funeral-clash-over-lgbt-flag-sparks-controversy<\/a><\/span><\/p>\n<p>The most active and visible opponent of the LGBTQ community in Ukraine remains the Civic Movement \u201cVsi razom!\u201d represented by its leader, journalist and Pentecostal preacher Ruslan Kukharchuk (nothing is known about the other members of this organisation). As last year, the presence of \u201cVsi razom!\u201d movement supporters at this event was almost invisible \u2014 several hundred demonstrators consisted, for the most part, of young people under the flags of far-right groups, who hid their faces under masks, and some of them even openly demonstrated the Nazi salute. Similarly, Ruslan Kukharchuk led a small protest against the bill on the criminalization of hate crimes on SOGI grounds, which took place under the Ministry of Justice building on May 13. This case attracted a lot of public attention and led to numerous discussions and debates on topics that Ukrainian churches would prefer to ignore. It cannot be said that any particular opinion dominated these discussions, but this was presumably the first time when the attitude of the Ukrainian Greek Catholic Church and Ukrainian churches in general towards LGBTQ people has provoked such a lively public discussion and condemnation from the believers of these churches themselves \u2014 until now, the voice of liberal believers has been almost inaudible.<\/p>\n<p>In 2025, some businesses and institutions in Ukraine did not, as before, paint their logos in rainbow colours during the Pride Month, particularly mobile operators Kyivstar, Lifecell, and Vodafone as well as taxi service Uklon \u2014 apparently, due to the influence of the transphobic and homophobic policies of the new US government. At the same time, this action was again supported by the Kyiv City State Administration, Privatbank, the household appliances and electronics retail corporation Comfy, TV channels Novyi and Kyiv24, the bookstore Ye, the Odesa National Art Museum, the Ukrainian Cultural Foundation, the Ukrainian Institute, state postal service Ukrposhta, the largest marketplace Prom.ua, and many others.<\/p>\n<p>Another public opinion survey, conducted in early October 2025 by the Kyiv International Institute of Sociology (abbreviated as KIIS) at the request of Nash Svit Center, like similar surveys in the three previous years, demonstrated a trend of slow but steady improvement in Ukrainian society&#8217;s attitude towards LGBTQ people and the protection of their rights.<a name=\"_ftnref22\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(22)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(22)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-22\">(22)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-22\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(22)\"><a href=\"https:\/\/gay.org.ua\/publications\/AReport_NashSvit_21Oct2025.pdf\" target=\"_blank\" rel=\"noopener\">https:\/\/gay.org.ua\/publications\/AReport_NashSvit_21Oct2025.pdf<\/a><\/span><\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/12\/How-do-you-feel-about-LGBT-homo-bisexual-and-transgender-people-in-general-eng1.png&#8221; show_in_lightbox=&#8221;on&#8221; _builder_version=&#8221;3.0.76&#8243; saved_tabs=&#8221;all&#8221; \/][et_pb_text _builder_version=&#8221;3.0.76&#8243;]<\/p>\n<p>In particular, over the past three years, the number of people in Ukraine who have a generally negative attitude towards LGBTQ persons has remained virtually unchanged and constitutes about a third of the population. Meanwhile, the share of those who have a generally positive attitude towards LGBTQ people has increased by 4.5 points over the past year, which is a statistically significant indicator. The vast majority (slightly less than half of the population) are indifferent.<\/p>\n<p>At the same time, even a negative attitude towards LGBTQ people does not necessarily mean a denial of their human dignity and rights. Sociologists of the KIIS note, \u201cIt is also important to understand that, as before, the category of citizens who have a \u2018negative\u2019 attitude towards LGBT people is not actually crystallized consistent opponents. As other survey results have shown, those who have a \u2018negative\u2019 attitude towards LGBT people mostly welcome their participation in defending Ukraine from Russian aggression, more than half of them support equal rights for LGBT people, and more than a third are even positive or at least indifferent to the idea of a registered partnership.\u201d<\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/12\/In-your-opinion-should-LGBT-people-in-Ukraine-have-the-same-rights-as-other-citizens-of-our-country-eng2.png&#8221; show_in_lightbox=&#8221;on&#8221; _builder_version=&#8221;3.0.76&#8243; saved_tabs=&#8221;all&#8221; \/][et_pb_text _builder_version=&#8221;3.0.76&#8243;]<\/p>\n<p>The share of those, who believe that LGBT people should have the same rights as other citizens of Ukraine, in 2025 was 78.1%, which is 7.7 points more than in 2024 and 14.4 points more than in 2022. This opinion prevails among all socio-demographic categories into which sociologists divided respondents (gender, age, region, type of settlement, education, employment, family well-being), accounting for at least 72%.<\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/12\/Do-you-support-the-introduction-of-registered-partnerships-for-same-sex-couples-similar-to-ordinary-marriage-but-without-the-right-to-joint-adoption-of-children-eng3.png&#8221; show_in_lightbox=&#8221;on&#8221; _builder_version=&#8221;3.0.76&#8243; saved_tabs=&#8221;all&#8221; \/][et_pb_text _builder_version=&#8221;3.0.76&#8243;]<\/p>\n<p>The introduction of registered civil partnerships for same-sex couples in 2025 was supported by 29.8% of respondents, 30.1% were indifferent, and 35.1% were against it. Thus, only slightly more than a third of Ukrainians oppose it now. If in 2022 the gap between those who support civil partnerships for same-sex couples and those who oppose it was 18.3% in favour of the latter, in 2025 it decreased to 5.3%. Among younger age groups, the number of civil partnership supporters already outweighs the number of its opponents (for respondents aged 18-29 \u2014 33.4% versus 29.2%; 30-39 \u2014 40.3% versus 28.4%, respectively).<\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/12\/How-do-you-feel-about-the-participation-of-LGBT-people-in-defending-Ukraine-from-Russian-aggression-eng4.png&#8221; show_in_lightbox=&#8221;on&#8221; _builder_version=&#8221;3.0.76&#8243; saved_tabs=&#8221;all&#8221; \/][et_pb_text _builder_version=&#8221;3.0.76&#8243; custom_css_main_element=&#8221;margin-bottom: 0.9em !important&#8221; background_layout=&#8221;light&#8221; border_style=&#8221;solid&#8221;]<\/p>\n<p>In 2025, about 70% of respondents had a positive attitude towards the participation of LGBT people in resisting Russian aggression. The highest rate of negative attitude was 12% (for residents of villages and Western regions of Ukraine as a whole).<\/p>\n<h2><a name=\"_Toc221026517\"><\/a>4. CHURCHES AND RELIGIOUS ORGANISATIONS<\/h2>\n<p>Leading Ukrainian churches, united in the All-Ukrainian Council of Churches and Religious Organisations, continue to demonstrate absolute rejection and intolerance towards LGBTQ people, oppose any steps to protect their rights, and avoid public discussions on such topics. However, they have to respond to certain events related to LGBTQ issues, the public discussion of which demonstrates both the confusion of church leadership in the face of today&#8217;s challenges and an ambiguous attitude towards these issues among ordinary believers and clergy.<\/p>\n<p>In April 2025, the odious Metropolitan Luka of Zaporizhzhya (Ukrainian Orthodox Church of Moscow Patriarchate, shortened as UOC (MP)) appealed to religious leaders of Ukraine to speak out against the Sunny Bunny queer film festival in Kyiv, which this year fell on Easter.<a name=\"_ftnref23\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(23)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(23)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-23\">(23)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-23\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(23)\"><a href=\"https:\/\/spzh.eu\/ua\/news\/85876-ijerarkh-upts-zvernuvsja-do-relihijnikh-lideriv-ukrajini-cherez-lhbt-kinofestival\" target=\"_blank\" rel=\"noopener\">https:\/\/spzh.eu\/ua\/news\/85876-ijerarkh-upts-zvernuvsja-do-relihijnikh-lideriv-ukrajini-cherez-lhbt-kinofestival<\/a><\/span> Although several unpopular politicians expressed their indignation at such an (accidental) coincidence of a Christian holiday and an LGBTQ event, no one among prominent religious figures responded to Metropolitan Luka&#8217;s call, not even his colleagues \u2014 bishops of the UOC. Natalia Vorozhbyt stated that she and her daughter were deeply offended by this attitude from the university administration, but decided not to file an official complaint, and Paraskeva Kurochkina refused to enter the UCU and instead became a student at the Kyiv-Mohyla Academy.<\/p>\n<p>This incident was so widely covered by the Ukrainian media and hotly discussed on social networks that the university administration was forced to publicly respond to it and apologize twice to Vorozhbyt and Kurochkina, but only for poor communication. The public was divided in their attitude towards the incident and the homophobic views of the UCU leadership and the Ukrainian Greek Catholic Church (shortened as UGCC) as a whole, which owns this educational institution. The law \u201cOn the principles of preventing and combating discrimination in Ukraine\u201d provides that the general principle of prohibiting restrictions on rights and freedoms on certain grounds may contain exceptions \u201cwhen such a restriction has a legitimate, objectively justified goal, the means of achieving which are appropriate and necessary.\u201d Theoretically, a police investigation and\/or a court should have established whether the restriction of Paraskeva Kurochkina\u2019s rights by the UCU leadership was justified in this case. However, the victim\u2019s refusal to file an official complaint does not create legal grounds for considering this incident in civil proceedings. Currently, Ukrainian legislation contains a single provision on punishment for discrimination that can be applied in such cases \u2013 Article 161 \u201cViolation of the equality of citizens depending on their racial, national, regional affiliation, religious beliefs, disability, and on other grounds\u201d of the Criminal Code of Ukraine. However, it is the object of a private prosecution \u2014 that is, the police can only initiate a criminal investigation under this article if there is a complaint from the injured party.<\/p>\n<p>It is typical that neither the sharp criticism from its own liberal believers nor the noticeable softening of the attitude towards LGBTQ people by the leadership of the Catholic Church as a whole has so far affected the irreconcilably hostile attitude towards them from the leadership of the UGCC, which is shared by the rest of the leading Christian denominations of Ukraine. On September 17, the Head of the UGCC, Major Archbishop Svyatoslav, headed a regular meeting of the Council of Christian Churches of Ukraine \u2014 a consultative and advisory body created by the leaders of Ukrainian Christian churches to represent and coordinate their activities. Its participants once again repeated the Kremlin narratives, emphasizing \u201cthe importance of protecting public morality in Ukraine during the war and the inadmissibility of adopting laws that, in fact, are aimed at destroying the institution of the family and restricting freedom of expression under the slogan of \u2018fighting discrimination\u2019\u201d \u2014 that is, the adoption of any laws and decisions aimed at protecting the rights of LGBTQ people.<a name=\"_ftnref32\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(32)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(32)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-32\">(32)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-32\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(32)\"><a href=\"https:\/\/sobor.com.ua\/news\/narada-3\" target=\"_blank\" rel=\"noopener\">https:\/\/sobor.com.ua\/news\/narada-3<\/a><\/span><\/p>\n<h2><a name=\"_Toc221026518\"><\/a>5. Viktor Pylypenko was elected his deputy, Chairperson of the Executive Committee. In 2025, \u201cMilitary LGBT+\u201d continued its advocacy activities to protect the interests of LGBTQ military personnel and the entire Ukrainian LGBTQ community, but also began to engage in specific human rights activities. In particular, thanks to their legal support, Evelyn Aschenbrenner, a non-binary person from the USA (pronouns they \/ their), who served in the International Legion from March to December 2022, where they faced transphobic attitudes from the battalion command, was able to achieve concrete solutions to correct the situation: the leadership of the International Legion were informed and instructed to prevent discrimination, and the chief of staff of the relevant military unit was brought to disciplinary responsibility and demoted.<a name=\"_ftnref33\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(33)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(33)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-33\">(33)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-33\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(33)\"><a href=\"#_ftnref12\" name=\"_ftn12\">Please see footnote 12.<\/a><\/span><\/p>\n<p>Following a complaint by the \u201cMilitary LGBT+\u201d about discriminatory actions by the printing house Dominanta Tekstyl (they refused to print the organisation\u2019s flag), the Secretariat of the Ukrainian Parliament Commissioner for Human Rights warned the management of the printing house about the illegality of their actions and suggested eliminating the identified violations. After the start of the full-scale Russian invasion, its organisers refused to hold the traditional Equality Marches due to the excessive danger of public mass gatherings in a frontline city, but every year they find formats of actions that are able to demonstrate the life of the Kharkiv LGBTQ community even in such harsh conditions. Ukrainian LGBTQ and human rights organisations have agreed on their positions and are conducting a coordinated campaign to include these issues in the agenda of the Ukrainian authorities within the European integration process.<\/p>\n<h2><a name=\"_Toc221026519\"><\/a>6. VIOLENCE, DISCRIMINATION AND OTHER VIOLATIONS OF LGBTQ PEOPLE\u2019S RIGHTS<\/h2>\n<p><a name=\"_ftnref42\"><\/a><sup class=\"modern-footnotes-footnote \" data-mfn=\"(42)\" data-mfn-post-scope=\"000000002d0f6b1b000000000e14ef10_2168\"><a href=\"javascript:void(0)\" refnum=\"(42)\" role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-42\">(42)<\/a><\/sup><span id=\"mfn-content-000000002d0f6b1b000000000e14ef10_2168-42\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"(42)\">In this section, the number of documented violations of LGBTQ people\u2019s rights may apparently exceed the number of cases, because some cases involve several violations.<\/span><\/p>\n<p>In 2025, the monitoring network of Nash Svit Center documented 60 cases of actions based on homophobia \/ transphobia, discrimination and other violations of rights on SOGI grounds in Ukraine.<\/p>\n<p>In total, 23 cases had signs of a hate crime, and 15 \u2014 of a hate incident (according to the ODIHR\/OSCE methodology).<\/p>\n<p>The distribution of documented cases by region was as follows (please see Table 1):<\/p>\n<p><em>Table 1. Organisations such as KyivPride, KharkivPride, and the NGO Insight, as well as the bookstore Sens in Kyiv which held presentations of queer-themed publications, were targeted. Thus, at the end of September, Sens, located near Arsenalna metro station, was twice attacked by young men from the ultra-conservative group Shield of Tradition. The champions of \u201ctraditional values\u201d did not bypass caf\u00e9 Vibrokavyarnya in Kyiv (in particular, they did not like the pillows with images of gay actors) \u2014 having visited the establishment, they declared that they were \u201cengaging in censorship in Ukrainian society\u201d and threatened to arrange a \u201cKristallnacht\u201d for those who did not listen to their instructions. Also in January-September 2025, activists from groupings such as Prava molod (\u201cRight-wing Youth\u201d), Krovna Yednist (\u201cBlood Unity\u201d), Tryzub (\u201cTrident\u201d), Bratstvo (\u201cBrotherhood\u201d) and Karpatska Sich (\u201cCarpathian Sich\u201d) were noticed in attacks on LGBTQ centres \/ events.<\/p>\n<p>At the same time, it is worth noting the decrease in recorded cases of physical violence compared to the same period last year (20 versus 31).<\/p>\n<p><em>Case 2442<\/em><\/p>\n<p><img loading=\"lazy\" class=\"alignnone size-full wp-image-2191\" src=\"https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img11.jpg\" alt=\"\" width=\"396\" height=\"597\" srcset=\"https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img11.jpg 396w, https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img11-199x300.jpg 199w\" sizes=\"(max-width: 396px) 100vw, 396px\" \/><img loading=\"lazy\" class=\"alignnone wp-image-2192\" src=\"https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img12.jpg\" alt=\"\" width=\"381\" height=\"597\" srcset=\"https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img12.jpg 379w, https:\/\/gay.org.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/02\/img12-191x300.jpg 191w\" sizes=\"(max-width: 381px) 100vw, 381px\" \/><\/p>\n<p>On the evening of December 21, in and near the Sky Park Mall, located in the centre of Vinnytsia, a group of young men beat a 16-year-old boy because of his makeup. The attackers forced the young man to go up to the top floor of the establishment, where they began to beat him and knocked him to the ground.<\/p>\n<p>According to law enforcement officers, the beating took place in two stages. First, a large crowd of boys and girls surrounded the victim inside the shopping mall. In the video that appeared online, the screams of the girl who was filming the fight can be heard. She shouted that she was scared because of the attackers&#8217; uncontrolled aggression. Then the fight was stopped by a passerby who took the teenager outside.<\/p>\n<p>Later, the pursuit continued on the street. A young man in a balaclava approached the victim and his girlfriend. The aggressive crowd again surrounded the boy and knocked him down. While the young man was lying on the ground, another girl kicked him several times.<\/p>\n<p>A passerby saved the teenager from a major tragedy. The woman literally snatched the victim from the hands of the attackers, shielded him with her body and threatened to call the police. Her intervention allowed the boy to get up and leave the scene.<\/p>\n<p>Vinnytsia police are investigating this attack under the article \u201cHooliganism\u201d \u2014 the presumptive homophobic motive of the attackers, as in almost all similar cases in Ukraine, will most likely remain unnoticed by law enforcement officers.<\/p>\n<p>Mixed-type hate crimes (fake dates), when the victim is chosen for extortion or robbery precisely because of their sexual orientation, remain an unchanging trend.<\/p>\n<h3><a name=\"_Toc221026521\"><\/a>Interaction with law enforcement agencies<\/h3>\n<p>In 27 cases, the interaction of victims with law enforcement agencies was noted (calling the police, filing reports of offenses, conducting investigative actions, etc.). In 8 of them, cases of violations of LGBTQ people\u2019s rights by law enforcement officers were documented (please see Table 3):<\/p>\n<p><em>Table 3. The report was accepted, however, he was told that he had to drive to the crime scene, but instead of this he was taken to the local military recruitment centre, and the next day he ended up at the army training centre.<\/p>\n<p>When a couple of days later he tried to find out by phone whether criminal proceedings had been opened on his application (this should have been done automatically within 24 hours \u2013 Article 303 of the Criminal procedural Code of Ukraine), he was told that there would be no proceedings, since the bank that owned the fraudsters\u2019 card refused to disclose personal information without criminal proceedings. \u201cAnd in general,\u201d said the operative who allegedly conducted the check, \u201chow do you imagine we will conduct investigative actions without you? No one will go to your military unit.\u201d<\/p>\n<p>Thus, by violating the law, the police not only deprived the victim of effective legal protection, but also actually allowed a criminal group to continue its illegal activities.<\/p>\n<h3><a name=\"_Toc221026522\"><\/a>Violations in the Armed Forces of Ukraine (military offenses)<\/h3>\n<p>In 2025, 5 cases of human rights violations based on SOGI were documented in the Armed Forces of Ukraine (please see Table 4).<\/p>\n<p><em>Table 4. All of these situations were more or less resolved only by personally contacting the Gender Advisor of the Ministry of Defence through the NGO \u201cUkrainian LGBT+ Military and Veterans for Equal Rights.\u201d<\/p>\n<p>In one case, a servicewoman was subjected to sexual violence by a drunken comrade-in-arms who wanted to \u201ccorrect\u201d her sexual orientation.<\/p>\n<h3><a name=\"_Toc221026523\"><\/a>Employment<\/h3>\n<p>In this area, 3 cases of labour rights violations on SOGI grounds were recorded, two of which consisted in the dismissal of victims due to harassment by colleagues and management, and one involved illegal refusal of employment.<\/p>\n<p><em>Case 2390<\/em><\/p>\n<p>In February, Yevhen aged 28 was fired from one of the capital&#8217;s restaurants of the Krendel chain because of his sexual orientation. After the staff learned that the new waiter was gay, he began to be harassed. The administrator called him a \u201crear-wheel drive\u201d and refused to intervene in conflicts between employees. A female colleague came to the establishment with friends on her day off. They approached Yevhen and poured change into his clothes, calling it \u201ca tip,\u201d even though Yevhen did not serve their table. They also found it funny to wink and blow kisses at him. After some time, Yevhen was fired, being told that his colleagues were uncomfortable working with him.<\/p>\n<h3><a name=\"_Toc221026524\"><\/a>Education<\/h3>\n<p>In the educational sphere, 3 cases of discrimination on SOGI grounds were documented, including:<\/p>\n<ul>\n<li>eviction and refusal to settle in a dormitory due to the sexual orientation of female students (2 cases);<\/li>\n<li>disclosure of confidential information about the sexual orientation of a high school student by a teacher and, as a result, the student&#8217;s harassment by other children.<\/li>\n<\/ul>\n<h3><a name=\"_Toc221026525\"><\/a>Access to goods and services<\/h3>\n<p>In this area, 4 cases of discrimination on SOGI grounds were documented, which consisted of refusal of service, insults, humiliation of human dignity, threats, intrusion into personal life, and refusal to rent housing.<\/p>\n<h3><a name=\"_Toc221026526\"><\/a>Healthcare<\/h3>\n<p><em>Case 2432<\/em><\/p>\n<p>In November, Vitalii aged 19 was physically assaulted by a stranger in the capital&#8217;s metro because of his sexual orientation and immediately went to the police. He was referred to the Kyiv City Bureau of Forensic Medical Examinations (under the Ministry of Health) for a forensic examination. He went there on the same day (it was Friday), but was told to come on Monday, as it was already the end of the working day. On Monday, he was also refused a medical examination because he had allegedly missed the appointed time, although no one had given him a specific time the day before, and the referral itself did not contain not only the time, but even a specific date when the victim should be examined. Vitalii decided not to traumatize his psyche a third time, and since further investigation depended on the conclusion of the forensic medical examination, it was suspended.<\/p>\n<h3><a name=\"_Toc221026527\"><\/a>Violations by the occupying authorities in the temporarily occupied territories<\/h3>\n<p>In occupied Crimea, at least 5 cases of administrative liability for the so-called \u201cpropaganda of non-traditional sexual relations\u201d (Article 6.21 of the Code of Administrative Offenses of the Russian Federation) were recorded, which provides for fines from 50,000 to 100,000 RUB. In particular, a woman in Kerch was fined under this article for a post on a social network about the emancipation of heterosexual men, which she illustrated with a meme of a man in a wedding dress.<\/p>\n<h2><a name=\"_Toc221026528\"><\/a>7.<strong> CONCLUSIONS AND RECOMMENDATIONS<\/strong><\/h2>\n<p>As in previous years, in 2025, the main factors determining the situation of the LGBTQ community in Ukraine were the war with Russia and the process of European integration.<\/p>\n<p>The war was a major challenge to the physical survival and wellbeing of the Ukrainian nation as a whole, and LGBTQ people in particular \u2014 developments in the aggressor country leave no doubt that under Russian occupation they would face complete disfranchisement and even physical destruction. Only assistance from liberal democratic states in Europe and North America allows Ukrainians to resist this deadly threat.<\/p>\n<p>Awareness of this and hopes for an improvement in the situation after Ukraine&#8217;s planned accession to the European Union contributed to a decrease in the influence of ultra-conservative ideology and an increase in the popularity of liberal democracy ideas in Ukrainian society, in particular a tolerant and friendly attitude towards LGBTQ people \u2014 primarily due to the fairly consistent position of the leadership and governments of leading EU member states, as well as Norway and Canada.<\/p>\n<p>The coming to power of the new right-wing populist administration in the United States initially caused a considerable revival of the far-right and ultra-conservative circles, as they hoped for its ideological influence and direct pressure on the Ukrainian authorities to introduce the same repressive measures against the LGBTQ community that we are now observing in the US. However, on the one hand, maintaining the course of European integration, and on the other, rapid disappointment in the policy of the new American administration towards Ukraine, brought these hopes to naught. In addition, it turned out that now LGBTQ issues do not play any noticeable role in US foreign policy at all.<\/p>\n<p>Another sociological survey of public opinion on LGBTQ issues, conducted by the Kyiv International Institute of Sociology at the request of Nash Svit Center, was the only study of its kind \u00adin 2025, and it confirmed the confident trend of recent years towards a gradual improvement in the attitude of Ukrainian society towards the LGBTQ community.<\/p>\n<p>Although the Ukrainian government took several steps in 2025 to strengthen the legal protection of LGBTQ people and bring it closer to the modern European standards in this area, almost all of them were purely declarative in nature. The tasks of adopting two main relevant bills \u2014 on combating hate crimes, discrimination and hate speech on SOGI grounds and on introducing registered civil partnerships \u2014 were included in the Roadmap on European Integration, but no noticeable progress has been made in their implementation.<\/p>\n<p>At the same time, an important step in implementing the LGBTQ components of the Roadmap was the introduction of the procedure for police registration of hate crimes on SOGI grounds, which in the future will allow comparing police data with those collected by non-governmental organisations. Monitoring by Nash Svit Center revealed a certain increase in crimes and incidents on SOGI grounds in 2025 compared to the previous year.<\/p>\n<p>In order to eliminate the legal and social inequality of LGBTQ people in Ukraine, solve their everyday problems, modernize our society and successfully advance Ukraine on the path to European integration, Nash Svit Center recommends:<\/p>\n<p>[\/et_pb_text][et_pb_code _builder_version=&#8221;3.0.76&#8243;]&lt;ol&gt;&lt;li style=&#8221;margin-bottom: 1.6em;&#8221;&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;p&gt;&lt;strong&gt;The Verkhovna Rada of Ukraine&lt;\/strong&gt; is recommended to eliminate all provisions in Ukrainian legislation that lead to discrimination on grounds of sexual orientation or gender identity \u2014 in particular, in Articles 74 of the Family Code of Ukraine \u201cThe right to property of a woman and a man who live as family but are not in marriage between themselves or in any other marriage\u201d and 91 \u201cThe right to maintenance of a woman and a man who are not married to each other.\u201d Same-sex couples in Ukraine should be given the opportunity to register their partnership that would provide them with basic marital rights and obligations.&lt;\/p&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;p&gt;When adopting new laws, it is unacceptable to discriminate against LGBTQ people and same-sex couples, to restrict their existing rights. Anti-discrimination provisions of legislation should directly and explicitly prohibit discrimination on grounds of sexual orientation and gender identity. Laws and regulations aimed at protecting family and children should protect all families without discrimination \u2014 in particular, same-sex couples and children raised in such families.&lt;\/p&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;p&gt;Characteristics of sexual orientation and gender identity must be explicitly included in the list of protected grounds in the Law of Ukraine \u201cOn principles of prevention and counteraction of discrimination in Ukraine\u201d (Clause 2 of Part One of Article 1). In the Criminal Code of Ukraine, motives of intolerance on grounds of sexual orientation and gender identity must be indicated as aggravating circumstances when committing crimes, and responsibility for inciting enmity based on these characteristics must be established.&lt;\/p&gt;&lt;\/li&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;li style=&#8221;margin-bottom: 1.6em;&#8221;&gt;&lt;p&gt;&lt;strong&gt;The President and the Cabinet of Ministers of Ukraine, as well as the Parliament Commissioner for Human Rights&lt;\/strong&gt;, are recommended to develop and implement state policies to overcome inequality, discrimination, promote tolerance and mutual respect in society, always explicitly mentioning sexual orientation and gender identity as protected characteristics and LGBTQ people as a vulnerable group.&lt;\/p&gt;&lt;\/li&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;li style=&#8221;margin-bottom: 1.6em;&#8221;&gt;&lt;p&gt;&lt;strong&gt;The Ministry of Justice of Ukraine&lt;\/strong&gt; is recommended to provide the support of the draft legislation on registered partnerships available to same-sex couples in the Verkhovna Rada, clarifying the need for its adoption in accordance with Ukraine&#8217;s international obligations and within the framework of acquiring EU membership.&lt;\/p&gt;&lt;\/li&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;li style=&#8221;margin-bottom: 1.6em;&#8221;&gt;&lt;p&gt;&lt;strong&gt;Ministry of Health of Ukraine&lt;\/strong&gt; recommended:&lt;\/p&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;p&gt;To adopt changes to the order of the Ministry of Health No. 479 dated 20.08.2008 \u201cOn approval of the List of diseases in the presence of which a person may not be an adoptive parent,\u201d removing from this list the code F64 (Clause 9 \u201cPersonality and behaviour disorders in adulthood\u201d).&lt;\/p&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;p&gt;To monitor the implementation and provision of a new procedure for providing medical assistance to persons who need a sex change (correction); to continue the development and adoption of changes to this procedure in cooperation with activists of the transgender community.&lt;\/p&gt;&lt;\/li&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;li style=&#8221;margin-bottom: 1.6em;&#8221;&gt;&lt;p&gt;&lt;strong&gt;The Ministry of Education&lt;\/strong&gt; is recommended to include the topics of sexual orientation and gender identity in the school curriculum and programs of pedagogical universities and professional development courses for teaching staff, to involve LGBTQ organisations in the development and implementation of such programs.&lt;\/p&gt;&lt;\/li&gt;&lt;!&#8211; METHODOLOGY AND AUTHORS OF THE REPORT<\/h2>\n<p>The monitoring network of Nash Svit Center and publicly accessible mass media, especially electronic ones, were the main sources of information for this report. Our results cannot be considered statistically representative in terms of quantitative sociological data, but we state that they quite adequately reflect the current situation for LGBTQ people in Ukraine, at least from the viewpoint of the Ukrainian LGBTQ community. State institutions, except for the Parliament Commissioner for Human Rights, practically neither monitor themselves nor collect information on issues related to the observance of the rights and interests of this social group in Ukraine, therefore, more trustworthy statistics and analysis on these issues, other than those published by the Ukrainian LGBTQ and human rights organizations and individual activists, simply do not exist.<\/p>\n<p>The guarantee of truthfulness and representativeness of our information is the long-term experience of our public work with the Ukrainian LGBTQ community, cooperation with leading domestic and international human rights organizations, and our own life experience as ordinary Ukrainian LGBTQ citizens \u2014 we write about what we feel and see around us in everyday life.<\/p>\n<p>When documenting human rights violations, we take into account only those cases in which a sufficient volume of information was collected to clarify all the circumstances of the incident. The main condition is the presence of evidence of the commission of an offense based on the motives of intolerance on the grounds of SOGI, and not simply against LGBTQ people or organizations. We do not document minor incidents where only insults or threats were recorded, particularly on the Internet, unless they were related to other, more serious, violations. Members of our monitoring network are trained in the methodology of selection and collection of information in accordance with ODIHR \/ OSCE standards.<\/p>\n<p>Our activities are aimed at both the LGBTQ community and Ukrainian society as a whole.
