The publication presents information reflecting the social, legal and political situation of LGBTQ persons in Ukraine in the first half of 2024: it provides the data and an analysis of the situation with the protection of LGBTQ people’s rights and interests in legislation, their role in social and political life, the attitude of the general public, examples of incidents based on intolerance on grounds of sexual orientation or gender identity.

This publication presents information that reflects the social, legal and political situation of the LGBTQ (lesbian, gay, bisexual, and transgender) people in Ukraine in 2023. It contains data and analyses of the issues related to LGBTQ rights and interests in legislation, public and political life, and public opinion, and provides examples of discrimination on grounds of sexual orientation or gender identity and more.

In the first half of 2023, the Verkhovna Rada of Ukraine continued to pass laws prohibiting discrimination based on sexual orientation and gender identity in accordance with EU legislation. Currently, the most problematic and urgent issue in this area is the introduction of registered civil partnership in Ukraine, available to same-sex couples: Inna Sovsun MP submitted her Bill 9103 to the VRU for consideration, and the Ministry of Justice is to submit a similar document in December this year. On June 1, the ECtHR ruled that lacking any form of legal recognition of same-sex couples in Ukraine is a violation of the European Convention on Human Rights.
